What is the relationship between penitence and faith?

Sam Waldron explains in this video that Martin Luther stated that any faith that did not emerge from the womb of penitence was not true faith. Faith was not simply some historical objective. For Luther, faith was a momentous experience where one comes face to face with their sins and realizes that their sins will send them to hell.

It is a radical change of mind regarding how important and horrible sin is. It is only out of that experience of the vileness of sin that faith truly emerges. A Christian’s faith is always born out of the realization that he needs Christ and His righteousness to be imputed. It cannot be trivial or lighthearted. 

Matthew 11:28-30 (NKJV) – “Come to Me, all you who labor and are heavy laden, and I will give you rest. Take My yoke upon you and learn from Me, for I am gentle and lowly in heart, and you will find rest for your souls. For My yoke is easy and My burden is light.”
